Fiscal Consequences of AI Automation
The data. The model is built on Korean data measuring the economy in 2025. Every simulation carries control totals that must stay the same for every run: 12.4 million wage workers in the modeled cells, a ₩667.7 trillion modeled wage bill, ₩2,658 trillion of value added, and ₩650.6 trillion of national revenue. If any of these fails to hold, the model stops. The model runs on 209 occupation-by wage cells (the populated cells of 9 KSCO occupation groups × 24 monthly-wage brackets), each carrying employment, wages, AI and robot exposure, contribution rules, and income-tax brackets. The cells cover 12.4 million of roughly 22 million wage workers: an establishment-survey frame that over-represents larger firms and excludes public administration, which is a headline limitation rather than a footnote.

The scenarios. Every scenario is an adoption path, the share of displacement-prone work that is automated in each year, applied to the same Korean data. Three headline scenarios form a diffusion family; the other seven translate published forecasts (Acemoglu, Brynjolfsson, Karger et al., Metaculus, AI 2027, Korinek–Suh) onto Korean occupations without re-calibration, so that Korea and the United States can be read side by side.
Slow adoption — 10% of exposed work by 2035: a linear ramp from 0.5% in 2026. Korea's small and medium firms hold adoption back for the decade.
Central — 20% by 2035: from 1% in 2026. The early-adoption levels observed in the United States, discounted for Korea's SME lag; the end point is the share of exposed work that Acemoglu and Svanberg find profitably automatable within ten years, discounted for Korea's adoption lag. Rapid adoption — 40% by 2035: from 2% in 2026. Half of what is technically feasible is realized, with Korea's ICT readiness driving a catch-up.
Exposure, meaning which work counts as displacement-prone, is the Bank of Korea's classification in all three: 27% of employment sits in high-exposure, low-complementarity occupations, concentrated in clerical work. The US Budget Lab measure, mapped onto the same occupation groups, agrees on clerical work (0.84 against BOK's 1.00) and disagrees on professionals (0.71 against 0.22), managers (0.69 against 0.00), and sales (0.52 against 0.36); it is kept as a disclosed cross-check, not the headline. The three share one labour-market convention. Displaced workers are re-employed at 25% a year at wages 13% lower, draw 구직급여 for 26 weeks, and are not displaced by robots, since the diffusion family is the AI-cognitive wave. The Korean anchors are the level and the lag: 9.2% of Korean firms used AI in 2024, up from 1.4% in 2017 (Statistics Korea 기업활동조사); 31% of SMEs against more than half in Germany (OECD 2025); and KDI's finding that 38.8% of jobs were more than 70% automatable at 2023 technology, so that realized automation is gated by adoption rather than by what is technically possible.
Which inputs are Korean, and which are not. Wherever a Korean institution publishes the figure, the model uses it: NABO's fund projections and receipts, Statistics Korea's population projection, the Bank of Korea's exposure classification, MOEL's re-employment and benefit statistics, and the statutory contribution and tax schedules. No Korean institution publishes a path for how much exposed work will actually be automated, a robot-exposure measure by occupation, or the wage cut on re-employment after displacement. For those the model borrows, and says so: the starting level and end point of the adoption paths from the US adoption evidence and the Acemoglu– Svanberg bound; robot exposure from Webb's US patent measure mapped onto Korean occupation groups; the 13% wage cut from Farber's US displacement studies; and the behavioural conventions the US model shares, such as how firms dispose of saved wages. Each is a placeholder for a Korean figure the day one is published, and each is listed with its source in the scenario's own provenance.
How a displaced worker is priced. For each of the 209 cells, the model answers one question: if this worker loses this wage, what happens to revenue at every level of government? There are five channels.
Income tax: the national brackets are re-evaluated at the worker's wage, plus the 10% local income surtax. This does not use average rates or elasticities: it is how this worker's taxes would actually change.
Social insurance: the five schemes at their statutory rates, taking into account the pension contribution cap, which sits in the wage range where automation of clerical work starts. Transfers: 구직급여 for the benefit window (60% of the daily wage between the statutory floor and cap, 120–270 days by age and insured years, tax-exempt), then the loss of 근로장려금 once earned income is gone; 기초연금 for those who leave the labour force at 65 and over. Basic livelihood support is not modeled.
Corporate recapture: the wage that a firm stops paying becomes taxable profit, taxed at the 24.2% effective corporate rate.
Consumption: lost VAT from the drop in spending.
The model integrates over the wage distribution inside each cell rather than using average workers, because the contribution cap and the benefit floor and ceiling are thresholds that an average wage would miss.
The dynamic model. The simulation then runs all of the cells forward one year at a time:
1. An adoption ceiling sets how much feasible work is automated that year, cumulatively. Physical automation arrives later than cognitive automation, on the scenario's own ramp. 2. Firms use the saved wage bill in one of four ways: compute spending, retained profit, price cuts for consumers, and raises for surviving workers. Every lost won goes to exactly one of these four. 3. Survivor raises are funded from the saved wage bill, never out of thin air, and are taxed through the same brackets and contribution schedules.
4. The macro block applies the price cuts and productivity gains to real output. Deflation does not change nominal tax arithmetic.
5. The general account books the net change and borrows to cover any deficit. The earmarked funds book their own losses against NABO's published reserve paths, which is where the depletion dates come from.
6. Local government books its own gap through the local income surtax. There is no state tier and no austerity closure: the gap is reported, never closed.
7. Lost take-home pay leads to demand destruction and induced layoffs the following year. The loop is built to converge rather than spiral, and this is checked on every run.
Trustworthiness. Eight families of accounting identities are re-verified on every period of every run. Every worker is in exactly one of seven states that sum to baseline employment; every saved won goes to exactly one destination; the national ledger reconciles line by line; and the Korean variant asserts that no austerity ever closes the gap. If a fiscal flow were not conserved, the run would stop. With every behavioural lever switched off, the full system reproduces the static calculation exactly. There are 540 tests, 149 of them specific to Korea, covering the identities, the channel arithmetic, the published fund paths transcribed independently, and behavioural pins from the displacement literature. Every result is a change against the NABO and KOSIS baselines: this is not a forecast of the whole economy, only what automation changes. The sensitivity chart shows which assumptions move each headline.
Model scope and limitations
Saved compensation by firms is fully converted to taxable surplus, which in reality would lead to a larger fiscal gap.
The Bank of Korea does not respond to deflating prices, so it would not be following its mandate; the model overstates the fiscal gap in crisis scenarios.
Within-job augmentation is not represented, which one can expect to lead to more productive and profitable firms, which could result in higher income and corporate taxes, overstating the gap.
Compute and robot taxes do not affect firm behaviour and prices, which would slow down adoption. Robot exposure is anchored to the current patent stock, which understates potential robotics adoption rates, and is based on US exposure numbers mapped onto Korean occupation groups.
Cognitive exposure is the Bank of Korea's displacement-prone classification, which puts nearly all of the exposure on clerical work; the US measure spreads it across professionals, managers, and sales, and the two are compared in the methodology.
This model only uses wage employees, which is about 76% of Korean employment, and its survey frame covers 12.4 million of roughly 22 million wage workers, over-represents larger firms, and excludes public administration.
Nine occupation groups by 24 wage brackets is deliberately coarse and transparently so.
Erosion counts revenue plus EI benefit outlays. NHI and NPS outlay responses and forgone investment income are not counted, and both omissions understate the damage.
Exposure is a reading of the Bank of Korea's published chart, accepted because it reconciles with the printed aggregates. The ±0.5pp reading error is carried into the band.
AI-cognitive exposure is the Bank of Korea's displacement-prone read; robot exposure is Webb (2020) mapped from US occupations, since no Korean measure exists. Demography follows the published KOSIS medium scenario. The fiscal gap is reported and never closed.

어떤 업무가 대체 위험에 해당하는지를 뜻하는 노출도는 세 시나리오 모두 한국은행의 분류를 따릅니다. 취업자의 27% 가 고노출·저보완 직업에 속하며 사무직에 집중되어 있습니다. 같은 직업 대분류에 대응시킨 미국 Budget Lab의 측정치는 사무직에서는 일치하지만(한국은행 1.00 대비 0.84), 전문가(0.22 대비 0.71), 관리자(0.00 대비 0.69),

어떤 투입 자료가 한국의 것이고 어떤 것이 아닌가. 한국 기관이 공표한 수치가 있는 곳에서는 모형이 그 수치를 사용합니다. 국회예산정책처의 기금 전망과 세수 실적, 통계청의 장래인구추계, 한국은행의 노출도 분류, 고용노동부의 재취업 및 급여 통계, 그리고 법정 보험료율과 세율표가 그것입니다. 노출 업무가 실제로 얼마나 자동화될 것인지의 경로, 직업별 로봇 노출도, 대체 이후 재취업 시의 임금 삭감 폭은 어떤 한국 기관도 공표하지 않았습니다. 이에 대해 모형은 외부 자료를 차용하며 이를 명시합니다. 도입 경로의 출발 수준과 종점은 미국의 도입 근거와 Acemoglu– Svanberg의 상한에서, 로봇 노출도는 Webb의 미국 특허 기반 측정치를 한국 직업 대분류에 대응시킨 것에서, 13%의 임금 삭감은 Farber의 미국 일자리 대체 연구에서, 그리고 기업이 절감된 임금을 처분하는 방식과 같은 행태 관행은 미국 모형과 공유하는 관행에서 가져왔습니다. 각각은 한국의 수치가 공표되는 날 대체될 자리 표시자이며, 각 시나리오의 출처 기록에 근거와 함께 명시되어 있습니다.
대체된 근로자의 재정 효과 산정. 209개 셀 각각에 대해 모형은 하나의 질문에 답합니다. 이 근로자가 이 임금을 잃으면 각 정부 단위의 세수는 어떻게 달라지는가. 다섯 개의 경로가 있습니다.
소득세: 국세 과세표준 구간을 해당 근로자의 임금에서 다시 계산하고 지방소득세 10%를 더합니다. 평균세율이나 탄력성을 쓰지 않으며, 실제로 이 근로자의 세금이 어떻게 변하는지를 계산합니다.
사회보험료: 다섯 개 제도를 법정 요율로 계산하되, 사무직 자동화가 시작되는 임금대에 놓인 국민연금 보험료 상한을 반영합니다.
이전지출: 급여 기간 동안의 구직급여(법정 하한과 상한 사이에서 일급의 60%, 연령과 가입 기간에 따라 120– 270일, 비과세), 이후 근로소득이 사라지면 근로장려금의 상실, 65세 이상 노동시장 이탈자에 대한 기초연금을 반영합니다. 기초생활보장은 모형화하지 않았습니다.
법인세 환수: 기업이 지급을 멈춘 임금은 과세 대상 이윤이 되어 실효 법인세율 24.2%로 과세됩니다. 소비세: 지출 감소로 인한 부가가치세 손실입니다.
모형은 각 셀 안의 임금 분포 전체를 적분하며 평균 근로자를 쓰지 않습니다. 보험료 상한과 급여의 하한·상한은 평균 임금으로는 놓치는 문턱값이기 때문입니다.
동태 모형. 시뮬레이션은 모든 셀을 1년 단위로 전진시킵니다.

3. 계속 취업자의 임금 인상은 절감된 임금총액에서 재원이 조달되며, 동일한 과세표준 구간과 보험료율로 과세됩니다. 4. 거시 블록은 가격 인하와 생산성 향상을 실질 산출에 적용합니다. 디플레이션은 명목 세금 계산을 바꾸지 않습니다. 5. 일반회계는 순변화를 계상하고 적자를 차입으로 충당합니다. 목적 기금은 국회예산정책처가 공표한 적립금 경로에 대해 각자의 손실을 계상하며, 소진 시점은 여기서 나옵니다.
6. 지방정부는 지방소득세를 통해 자체 부족분을 계상합니다. 주(州) 단위는 없으며 긴축에 의한 균형화도 없습니다. 부족분은 보고될 뿐 메워지지 않습니다.
7. 가처분소득의 상실은 수요 위축과 이듬해의 유발 실직으로 이어집니다. 이 순환은 발산하지 않고 수렴하도록 설계되었으며 매 실행에서 검증됩니다.
신뢰성. 여덟 계열의 회계 항등식이 모든 실행의 모든 기간에서 재검증됩니다. 모든 근로자는 기준 고용의 합을 이루는 일곱 상태 중 정확히 하나에 속하고, 절감된 모든 원은 정확히 하나의 귀속처로 가며, 국가 원장은 항목별로 대조되고, 한국 변형은 긴축이 부족분을 메우지 않음을 확인합니다. 어떤 재정 흐름이 보존되지 않으면 실행이 중단됩니다. 모든 행태 조정 변수를 끄면 전체 체계는 정태 계산을 정확히 재현합니다. 540개의 테스트가 있으며 그중 149개는 한국 전용으로, 항등식, 경로별 계산, 독립적으로 전사한 공표 기금 경로, 일자리 대체 문헌의 행태 고정값을 검증합니다. 모든 결과는 국회예산정책처와 통계청 기준선 대비 변화분입니다. 경제 전체의 전망이 아니라 자동화가 바꾸는 부분만을 다룹니다. 민감도 차트는 어떤 가정이 각 주요 수치를 움직이는지 보여줍니다.
모형의 범위와 한계
기업이 절감한 보수는 전액 과세 대상 잉여로 전환되는 것으로 가정하며, 실제로는 재정 격차가 이보다 클 것입니다. 한국은행이 물가 하락에 대응하지 않는 것으로 가정하므로 통화정책 책무와 맞지 않으며, 위기 시나리오에서 모형은 재정 격차를 과대평가합니다.
직무 내 보완(augmentation)은 반영되지 않았습니다. 이는 기업의 생산성과 수익성을 높여 소득세와 법인세를 늘릴 수 있으므로 격차를 과대평가하는 방향입니다.
컴퓨팅세와 로봇세가 기업 행태와 가격에 영향을 주지 않는 것으로 가정하며, 실제로는 도입 속도를 늦출 것입니다. 로봇 노출도는 현재 특허 축적량에 고정되어 있어 잠재적 로봇 도입 속도를 과소평가하며, 미국의 노출도 수치를 한국 직업 대분류에 대응시킨 것입니다.
인지 노출도는 한국은행의 대체 위험 분류로, 노출의 대부분을 사무직에 두고 있습니다. 미국 측정치는 전문가·관리자·판매직에 더 넓게 분포하며, 두 측정치의 비교는 방법론에 공개되어 있습니다.
본 모형은 한국 전체 취업자의 약 76%인 임금근로자만을 대상으로 하며, 조사 표본틀은 약 2,200만 명의 임금근로자 중 1,240만 명을 포괄하고 규모가 큰 사업체를 과대 대표하며 공공행정을 제외합니다.

잠식에는 수입 손실과 고용보험 구직급여 지출이 계상됩니다. 건강보험과 국민연금의 급여 지출 반응과 일실 투자수익은 계상되지 않으며, 두 누락 모두 손실을 과소평가하는 방향입니다.
노출도는 한국은행이 공표한 도표를 판독한 값으로, 인쇄된 합계와 부합하기에 채택하였습니다. ±0.5%p의 판독 오차는 범위에 반영됩니다.
AI 인지 노출도는 한국은행의 대체 위험 분류를 따르며, 로봇 노출도는 한국의 측정치가 없어 Webb(2020)의 미국 측정치를 직업별로 대응시킨 것입니다. 인구는 통계청이 공표한 중위 시나리오를 따릅니다. 재정 격차는 보고될 뿐, 보전되지 않습니다.
